The House Ways and Means Committee advanced several tax administration bills on Feb. 12. Most of the bills involve minor changes that enjoy overwhelming bipartisan support and action is possible if legislative vehicle becomes available. The bills include:
- H.R. 1152, the Electronic Filing and Payment Fairness Act, which would extend the “mailbox” rule to electronic filings and deem them timely based on when sent, regardless of when they are received. The bill advanced by a 41-0 vote.
- H.R. 998, The Internal Revenue Service Math and Taxpayer Help Act, which created new requirements and restrictions on IRS math errors authority, advanced by a 43-0 vote.
- H.R. 1155, the Recovery of Stolen Checks Act, which would allow replacement checks for lost tax refund payments to be issued by direct deposit. The bill was advanced by committee by a vote of 41-0.
- H.R. 997, the National Taxpayer Advocate Enhancement Act of 2025, which would allow the National Taxpayer Advocate Service to hire their own direct counsel. This bill advanced by voice vote.
- H.R. 1156, the Pandemic Unemployment Fraud Enforcement Act, extending the statute of limitations over fraud related to temporarily increased unemployment payments made under the 2020 CARES Act. The bill advanced along party lines, 24-18.
